本文采用文献研究、问卷调查、描述行分析等方法，对上海市19所临床医学中心2004-2010年发展情况进行调查，发现存在医师队伍素质需强化、资源利用率不均衡、科研创新能力差异明显、人才培养重视程度不一等问题，并提出相应的对策。

The article conducted a survey of 19 Clinical Medical Centers in Shanghai between 2004 and 2010 by literature research , questionnaire and descriptive analysis .Authors discover that the presence of the quali-ty of the team of physicians need to be intensified , resource utilization is not balanced , research and innovation ca-pacity is significantly different , personnel training values varying degrees and other issues and put forward corre-sponding countermeasures .
