基于公共财政的视角，根据河南省新型农村社区建设财政支持、金融融资、私人投资的现状，探索了公共财政支持新型农村社区建设中公共财政投入的问题与困境，提出了以公共财政支持为主导、以私人提供为补充、减少公共财政的“挤出”效应、吸收社会多元资金投入等对策建议。
基于公共財政的視角，根據河南省新型農村社區建設財政支持、金融融資、私人投資的現狀，探索瞭公共財政支持新型農村社區建設中公共財政投入的問題與睏境，提齣瞭以公共財政支持為主導、以私人提供為補充、減少公共財政的“擠齣”效應、吸收社會多元資金投入等對策建議。
기우공공재정적시각，근거하남성신형농촌사구건설재정지지、금융융자、사인투자적현상，탐색료공공재정지지신형농촌사구건설중공공재정투입적문제여곤경，제출료이공공재정지지위주도、이사인제공위보충、감소공공재정적“제출”효응、흡수사회다원자금투입등대책건의。
From the angel of public finance , according to the status quo of financial support , financial investment and private investment for new-type rural community construction in Henan province , the paper explored the problems and difficulties in public financial investment for new -type rural community construction , and put forward the following suggestions and countermeasures:leading by public financial support , supplementing by private investment , reducing the extrusive effect of public finance , and attrac-ting social diversified investment and so on .
