在对以院士专家工作站为代表的新型产学研合作开放创新模式进行深入观察的基础上，集成开放创新理论、人力资本理论和社会嵌入理论，提出了基于人力资本的嵌入式开放创新理论，阐述了其内涵和外延，构建了其理论框架，探讨了该理论的政策启示。

Based on the in‐depth observation of new type of "Industry‐University‐Research"open innovation model represented by the worksta‐tion of academician and experts ,and integrating with the theories of open innovation ,human capital and social embeddedness ,this paper proposes the embedded open innovation theory which is based on human capital ,and illustrates its connotation and denotation ,and establishes the theoret‐ical framework ,and discusses the policy implication of this theory .
