人才作为科技金融的核心载体、科技创新活动的承担者,对于科技金融的有效运行至关重要,而高素质科技金融人才的缺乏一直是我国科技金融发展中的软肋。对此,构建以人才环境改善机制、人才队伍建设投入机制以及人才培养机制为主体,以人才合理流动机制和人才评价与激励机制为两翼的科技金融人才队伍建设机制结构模型,并阐述该模型的内涵。
人纔作為科技金融的覈心載體、科技創新活動的承擔者,對于科技金融的有效運行至關重要,而高素質科技金融人纔的缺乏一直是我國科技金融髮展中的軟肋。對此,構建以人纔環境改善機製、人纔隊伍建設投入機製以及人纔培養機製為主體,以人纔閤理流動機製和人纔評價與激勵機製為兩翼的科技金融人纔隊伍建設機製結構模型,併闡述該模型的內涵。
인재작위과기금융적핵심재체、과기창신활동적승담자,대우과기금융적유효운행지관중요,이고소질과기금융인재적결핍일직시아국과기금융발전중적연륵。대차,구건이인재배경개선궤제、인재대오건설투입궤제이급인재배양궤제위주체,이인재합리류동궤제화인재평개여격려궤제위량익적과기금융인재대오건설궤제결구모형,병천술해모형적내함。
Talents,serving as the core carrier of technology and finance and the undertaker of science and technology inno-vation activities,are very important to the operation of technology and finance,while,the lack of talents is always a weak-ness of the technology and finance development. Therewith,this paper builds a talent construction model in which talent environment altering,intellectual investment and cultivation are acted as the cabin and talent - flowing,and evaluating and cultivating are acted as the wing. It also proposes some relevant policy measures.
