将模糊理论运用到高校科技投入-产出决策中,建立高校投入-产出决策模糊综合评价模型,并对我国31个地区2010年高校科技投入-产出决策进行实证分析。在模型中,将高校科技产出指标作为高校科技投入决策的评价指标,计算科技投入-产出决策的隶属度并进行排序。分析结果表明,高校R&D经费和人员投入水平高的地区,其隶属度越大,该地区的高校科技投入决策相对较优,而高校科技隶属度水平低的地区,经费投入是限制其发展的主要因素。

장모호이론운용도고교과기투입-산출결책중,건립고교투입-산출결책모호종합평개모형,병대아국31개지구2010년고교과기투입-산출결책진행실증분석。재모형중,장고교과기산출지표작위고교과기투입결책적평개지표,계산과기투입-산출결책적대속도병진행배서。분석결과표명,고교R&D경비화인원투입수평고적지구,기대속도월대,해지구적고교과기투입결책상대교우,이고교과기대속도수평저적지구,경비투입시한제기발전적주요인소。
The fuzzy theory is applied to evaluate the input/output decision in university science and technology (S&T) research.A comprehensive fuzzy evaluation model is established based on data of China statistics yearbook on science and technology,and the scientific input/output data of universities in China?s 31 provinces of 2010 are used for model verification analysis.The scientific output in university S&T research is used as an indicator for deci-sion making of scientific input,and the membership grade is then calculated and sorted. The results show that the membership grade is high in regions with high scientific input of R&D fund and talent,where the decision making of scientific input is relatively optimal.In regions with low membership grade,the low scientific input of R&D fund is the main reason of its low level in scientific development.
