高校人事管理存在的问题,是高校建立现代大学制度、制定大学章程,实现高校依法治校、民主办学必须面对的问题。通过对全国60所高校的问卷调查的分析总结,得出结论:高校人事管理中存在的主要问题是高校行政权力泛化、民主权得不到充分尊重,高校的制度不完善、管理不到位以及没有摆正“师德、教学、科研”三者之间的关系。由此提出了避免和减少高校人事争议的六条建议。

Nowadays, there is an increasing need of solving the problems in the human resources of institutes of higher education. For building up a modern institution and constitution in universities legally and democratically, we must be face the problems seriously. Through questionnaires that cover more than 60 institutions across the country and our careful analysis and summary, we found that the main problems are the over-expanding administration, a lack of respect for de-mocracy, defective management system, insufficient administration and imbalance of teaching, researching and morality. Based on these, we provide 6 suggestions to diminish disputes on human resources so as to build a harmonious cam-pus.
