作为世界范围内台风密集的四个地区之一，每年频发的台风灾害都会给南海带来一定的损失。防患于未然，在危机预警阶段，对南海渔民进行台风安全教育，在保护南海渔民生命和财产安全的同时，也有利于加强政府执政能力，维系南海地区和谐稳定，更有利于维持生态系统的平衡。因此，以省为单位，以南海台风安全教育执行中心行动部门组织结构、南海台风安全教育内容体系、南海台风安全教学方法体系和南海台风安全教育效果评价体系四个方面的内容为支点，对南海台风安全教育执行体系进行构建，十分必要。

As one of the four regions of typhoon dense in the world, annually frequent typhoon will bring great losses to the South China Sea. Nip in the bud, in the crisis stage, to improve typhoon safety consciousness of the fishermen in the South China Sea is benefit to protect the safety of life and property of the fishermen in the South China Sea as well as be conducive to strengthening of the government’s ability and maintaining its harmonious and stable situation and is conducive to keeping the balance of ecosystem. Therefore, it is necessary to carry on the construction of typhoon safety education system in the South China Sea by considering the province as a unit, the typhoon safety education implementation in the South China Sea as organization structure, the safety education content system, security system and teaching method of typhoon in the South China Sea and evaluation system of safety education act as a fulcrum.
