石油资源型城市是指以石油资源作为建城和发展基础，石油采掘加工业作为支柱产业的城市。我国二十多个石油城市中约2/3正处于成熟期和衰退期，因此，研究石油资源型城市产业转型迫在眉睫。提出航空运输带动石油资源型城市产业转型的模式，并以克拉玛依市为例进行实例分析。通过建立系统动力学模型对克拉玛依市以航空运输带动产业转型的模式及政策进行仿真，得到克拉玛依2010～2050年产业结构的演化趋势，为克拉玛依产业转型发展提供依据。

The petroleum resource -based cities refer to the cities relying on petroleum resources , the cities whose pillar industry is oil and gas exploration and processing industry.There are more than 20 petroleum cities in China , of which a-bout 2/3 are in the period of maturity and recession.Therefore, researching the industrial transformation of petroleum re-source-based cities is imminent.The paper puts forward the transition mode of typical petroleum resource -based cities relying on air transport , taking Karamay as an example.In order to carry out a simulation on the policy factors and the tran-sition mode which are driven by air transport , a Karamay system dynamic model is built.The simulation result reveals the industry evolutionary trend from 2010 to 2050, which provides a reference to the transition of Karamay.
