县市科技进步水平的监测评价是当前学术界研究的一个热点。为更好地描述县市科技进步持续改进动态过程，对广东省县市科技进步进行定量评价，构建县市科技进步评价指标体系和能力成熟度评级模型。结果表明，2011年广东县市科技进步水平与2009年相比显著提升，整体处于较高水平，但仍存在科技管理部门职能有待增强、科技投入力度有待加大、各级党委政府对科技工作的重视程度有待提高等问题，并提出相关政策建议。
현시과기진보수평적감측평개시당전학술계연구적일개열점。위경호지묘술현시과기진보지속개진동태과정，대광동성현시과기진보진행정량평개，구건현시과기진보평개지표체계화능력성숙도평급모형。결과표명，2011년엄동현시과기진보수평여2009년상비현저제승，정체처우교고수평，단잉존재과기관리부문직능유대증강、과기투입력도유대가대、각급당위정부대과기공작적중시정도유대제고등문제，병제출상관정책건의。
Monitoring and evaluation of scientific and technological progress in counties is a hot topic in academic re -search.In order to better characterize the dynamic process of continuous improvement , this paper constructed evaluation in-dex system of technological progress in counties and the capability maturity model , using quantitative methods evaluated sci-entific and technological progress in counties of Guangdong Province .The results showed that , scientific and technological progress in counties of Guangdong has been significantly improved .However, problems still exist dictation.For example, science and technology management department functions should be enhanced ; scientific and technological input to be in-creased.Finally, the paper proposes policy recommendations .
