庆阳地处鄂尔多斯盆地西南部，具有鄂尔多斯盆地能源富集的自然禀赋。基于异常丰富的煤、石油、天然气等矿产资源的优势，把庆阳市建设成大型能源化工基地和甘肃省新的经济增长极已经开始规划并逐步实施。抓住机遇，促进陇东经济腾飞，需要深入分析能源化工基地建设中的各种条件，最大程度利用本地区资源优势、产业基础、政策关注等有利条件；切实解决交通、水资源、生态、人才四大“瓶颈”等制约因素；制定科学的能源开发战略，加强建设有“陇上煤都”和“西部油城”的新庆阳。

Qingyang is located in the southwest of Ordos Basin , which is rich in abundant energy resources . Based on the abundant coal , petroleum , natural gas and other mineral resources , the project of building Qingyang into a large energy and chemical industry base and a new pole of economic growth of Gansu Province has begun to be planned and carried out step by step .To seize the opportunity , promote the economic growth means an analysis of various requirements of energy and chemical construction , the maximum use of the advantages in resources , fa-vorable policy and so on .Besides , to construct a new Qingyang means to solve four “bottleneck” restrictive fac-tors, such as traffic, water resource, zoology, and talents.
