赔付率和退保率偏高将导致保险机构支出增加，经营质量下降，集中退保处置不当甚至会引发群体性事件，危及社会稳定。当前，虽然保险行业整体运行平稳，但在经济欠发达地区个别基层保险机构也时常出现赔付率和退保率异常上升的情况，分析其原因，主要有风险管控不严、管理责权不对称、产品与代理销售人员责任心不强、市场环境不佳等。
