对日益兴起的青少年自组织社会参与给予教育指导，不仅具有积极的行为导向功能，更能借此契机培育中国公民的公共精神和社会责任意识，利于公民社会的发育。发达国家在青少年社会参与意识、专项计划以及保障监管等方面的教育指导经验，为我国的青少年社会参与教育指导提供了较为有效的借鉴。
