从煤炭企业的内部系统和外部系统两个方面分析煤炭企业进行安全投入的驱动因素,利用系统动力学方法构建安全投入驱动机制模型,并对驱动机制进行分析。结果表明煤炭企业进行安全投入是多种因素共同作用的结果,有主导因素和辅助因素之分,煤炭企业是否愿意进行持续有效的安全投入,主要是看其主导因素是否具有持续的动力。在上述对驱动机制分析的基础上,构建安全投入动力系统评价指标体系,进而对煤矿企业安全投入驱动机制进行评价,以为煤矿企业提升安全投入驱动机制等级提供依据。

The factors that influence the safety input from internal systems and external systems are studied based on the analysis on driving mechanism of safety input in this paper. Then the safety input drive mechanism model is constructed and analyzed based on the system dynamics. The results shows that there are many factors including dominant factors and secondary factors that drive the safe-ty input, but the key factors driving the safety input are the dominant factors which is of lasting power that whether coal mine enterprises are willing to continue safety input. Based on the above analysis on safety input driving mechanism, the evaluation system of the safety input dynamic system is constructed and then the safety input drive mechanism is assessed. The assessment results will provide evi-dence for coal mines enterprises to promote their level of safety input driving mechanism.
