采用AHP法,从自然环境状况、技术水平和社会经济状况三方面入手,构建了重庆市水环境承载力评价指标体系,并利用构建好的评价体系分析了重庆市2001-2010年的水环境承载力。结果表明,近10年来,重庆市的水环境承载力呈不断上升趋势;在3个评价层中,自然环境状况对水环境的承载力处于较高水平,是重庆市水环境承载力最主要的制约因素;在各指标的变化趋势中,水资源量、废污水排放总量、水土流失治理面积百分比、环保投入GDP百分比等5个指标呈现出较大波动。为保证重庆市水环境承载力的稳步提高,应特别注重自然环境保护,加强水源地水土流失治理和植被保护,并注重城市水利设施建设和环保资金的优先、稳定投入。

Based on the natural environment conditions, technical level and social economic status, this paper used AHP method to set up the evaluation index system of Chongqing water environmental carrying capacity. This system was applied to analyze the water environmental carrying capacity of Chongqing from 2001 to 2010. The results showed that, from 2001 to 2010, the Chongqing water environmental carrying capacity are increasing; In three evaluation layers, the natural environment in the higher level, it is the main factors of Chongqing water environmental carrying capacity; In the trend of the indexes, total water resources, total discharge of waste water, soil and water erosion area percentage, percentage of environmental protection investment into GDP etc. appeared greater volatility. In order to improve the water environmental carrying capacity of Chongqing steadily, should pay special attention to the protection of the natural environment, prevent the soil and water erosion, strengthen vegetation protection of the water source areas, and focus on urban water infrastructure eonstruetion and environmental protection funding priorities, stable investment.
