近些年，随着高校招生规模的扩大和学科建设的发展，过去以系、教研室为单位的行政管理模式已经逐步转变为以院、系为主的二级行政管理模式，高校的党组织队伍建设也更加深入、细分化，各高校二级党组织也在逐步的建立健全和完善。探索适合高校二级管理体制下的党建量化考核评级体系，对指导基层党组织职能作用更好地发挥有着积极作用。

근사년，수착고교초생규모적확대화학과건설적발전，과거이계、교연실위단위적행정관리모식이경축보전변위이원、계위주적이급행정관리모식，고교적당조직대오건설야경가심입、세분화，각고교이급당조직야재축보적건립건전화완선。탐색괄합고교이급관리체제하적당건양화고핵평급체계，대지도기층당조직직능작용경호지발휘유착적겁작용。
With expansion of college enrollment and development of disciplines conslruction in recent years, old admimslratlve management model based on department, teaching and research division has been gradually transformed into models of two grades administration management based on institute, department. The party construction is more in-depth and specific, the 2rid level party organization in colleges is also to gradually improve and perfect. Exploration of suitable quantitative assessment system for party building under 2nd level of management in the college will affect the role of grass-roots Party organizations.
