With the support of the United Nations Children＇s Fund in three years, ＂Friendly Home for Chil- dren＂ has been taken over by the local government, thus facing the transformation from the post - quake mode to the normality mode. Its future should focus on protecting children and safeguarding the rights of children, for the disadvantaged children＇s rights to survival and to development become a major supplement of regular education. We should pay close attention to the children in disaster areas non - stop and conduct psychological counseling and fol- low- up study; move to an emphasis on rural stay- at -home children and carry out compensatory education and service; show solicitude for urban vulnerable groups of children and establish child care centers.
