在众多国有企业中,国有通信企业不断完善通信建设、优化组织结构,对国内通信行业的迅速、健康发展产生重要的影响。在整个通信系统中,国有通信工程单位在建设、运营、维护环节扮演者特殊的角色。中国加入WTO后,国内通信行业发展迅速,市场供需关系的变化使各类通信工程企业如雨后春笋般产生,行业内部间的竞争更加激烈。目前许多通信工程单位当中缺乏一个行之有效的员工参与机制就是一个比较典型的问题,特别是处于企业不稳定时期如轮岗期间。本文是根据笔者所调研到的通信工程单位基层员工参与情况和其中涉及到的问题及解决措施进行阐述。

In many State-owned enterprises,State-owned telecommunications enterprises continue to improve communications,optimization of organizational structure,rapid and healthy development of the domestic communications industry have an important effect.In the traffic system as a whole,construction,operation,and maintenance of State-owned telecommunication engineering unit in links play a special role.After China joins the WTO,rapid development of the telecommunications industry in China,the market supply and demand changes in all kinds of traffic engineering enterprises have sprung up,intraindustry more competitive.Many communications engineering units lack an effective employee mechanisms is one of the more typical problems,especially in the enterprise during the period of instability such as job rotation.Communications to which this article is based on my research work on issues involving the participation of grass-roots workers and solving measures for elaboration.
