作为一项重大的社会民生保障工程，保障性住房建设在前行中遇到的最大难题就是资金供应问题。社会机构投资建设保障性住房的政策尚不完善，不利于调动社会力量推动保障性安居工程目标的实现。国家对此资金的支持较少，给出的融资政策也没有规范的文件可以依据，各个地方政府在保障房的建设中筹集资金的方式也不尽相同。因此在资金的筹集过程中，如果没有创新的意识和策略，就会影响保障房建设任务的顺利完成。
