2004年以来，每年的中央一号文件都锁定农业，始终把农业放在党和政府工作的重中之重地位。2012年中央一号文件把加快推进农业科技创新，持续增强农产品供给保障能力作为主要任务。基于国家对农业科技创新的偏重，认真分析农业科技创新在建立农业增长长效机制，保障我国粮食安全，推动农业增产、农民增收、农村繁荣等方面的作用，并结合实际，提出未来工作的着力点。
2004년이래，매년적중앙일호문건도쇄정농업，시종파농업방재당화정부공작적중중지중지위。2012년중앙일호문건파가쾌추진농업과기창신，지속증강농산품공급보장능력작위주요임무。기우국가대농업과기창신적편중，인진분석농업과기창신재건립농업증장장효궤제，보장아국양식안전，추동농업증산、농민증수、농촌번영등방면적작용，병결합실제，제출미래공작적착력점。
Agriculture has consistently been a top priority on the government agenda since 2004. The No. 1 Document of year 2012 has listed boosting agricultural technological innovations and increasing support capacity in agricultural products as the major tasks for the year. This article makes analysis on the functions of agricultural innovations in ensuring long-term growth in agriculture, ensuring food safety, increasing grain yields and farmers＂ income, and achieving rural prosperity.
