廉价药短缺问题多年未得到解决。究其原因，主要在于定价机制不科学、政府对药品的降价政策偏离市场经济规律、新药审批制度存在漏洞、药品招投标政策存在缺陷和“以药养医”等制度阻碍廉价药生存。廉价药短缺问题的解决可以从完善药品定价机制、加强对新药审批的监督、改革和完善药品招标采购制度；加强对医疗机构的投入，取消以药养医的传统做法等方面着手。

The shortage of cheap drugs remains to be addressed for many years. Primary reasons lie in the unscientific pricing mechanism, government＇s policy on cutting down cheap drugs＇price deviating from the rules of market economy, the flaws existing in the system of the examination and approval of new drugs, the defects of drug bidding policy, and the hindrance for the survival of cheap drugs by systems such as ＂supporting doctors with medicine＂. The solution to the shortage of cheap drugs can start with improving the drugs＇pricing mechanism, strengthening the supervision for new drugs＇ approval system, enlarging input into medical institutions, and canceling the policy of supporting doctors with medicine.
