以建造中的船舶设立抵押从而获得融资不仅有其理论上的依据而且还能满足实务中建造船舶资金的巨大需求。为了落实这一制度,中国海事局以及浙江省都出台了相应的政策。通过对造船企业的调研,了解相应政策的实际执行情况,提出相应地制度构建,具有理论与现实意义。

It has its theoretical basis to obtain financing by mortgage a ship under construction to bank, it also could meet the huge demand for funds of ship construction. In order to implement this policy, the Chinese Maritime Safety Administration and Zhejiang province have issued a corresponding policy. It is of theorical and the realistic significance to study the implementation of this policy by doing research on the shipbuilding enterprises.
