随着国企利润大幅增加,国家适时征缴红利,不仅符合市场经济发展的客观规律,体现资本作为生产要素按贡献参与分配的原则,而且有利于提高投资效率。目前,征缴后的国企红利主要流向国企,在体制内循环利用,并没有做到＂取之于民,用之于民＂。根据国企经营目标的＂公共性＂原则,国企分红应扩大民生分配的比例,还利于民。为此,应逐步建立国有资本经营预算制度,妥善处理好国有资本经营预算和公共财政预算的关系。

With the profits of SOEs increasing substantially,that the State timely collection bonus is consistent with the objective laws of market economy,reflecting the capital factor involved in the distribution of income as its contribution,helping to improve the investment efficiency.Currently,the collected state-owned enterprise dividends are recycling within the system,used for their own,and failed to do so ＂from the people,giving back to people.＂ According to state-owned business objectives of the ＂public nature＂ principle,SOE dividend should be allocated to expand the proportion of people＇s livelihood.For the purpose,we need to establishment the budget system of state-owned capital operation and properly handle the relationship between the state capital budget and the public budget.
