本文以中部省份河南省的一个典型山区农业县——内乡县为例，从法律、体制、乡镇公务员素质等角度人手，深入剖析了当前我国乡镇服务型政府建设中存在的问题及问题产生的根源，为乡镇服务型政府的建设提供了线索和思路。

This paper takes a typical mountain agricultural county-Neixiang as an example, which belongs to Henan Province, the cen- tral province of China. From the law, institution, quality of civil servants and other aspects, it analyses deeply the problems and source of the problems arising from the building of the ruralservice-oriented government, consequently providing a clue and thinking for the building of the rural service - oriented government.
