结合高职高专国家级精品课程的建设过程,构建出促进教育公平的“效率优先一个性发展”模型,即课程的开发坚持效率优先,通过优先发展保证资源极大丰富、通过政策倾斜保证资源“二次流动”、通过定期监控保证资源共享性,从宏观层面促进教育公平;课程的实施坚持以人为本,通过现代化的教学手段、多样化的教学方法、多元化的教学评价手段提高学习者自主学习能力,实现个性的充分发展,从微观层面促进教育公平。

According to the process of higher vocational state-level exquisite course,the article constructs" effi- ciency is preferential-personality development" model,namely, during the period of curriculum development, we give preference to efficiency,ensure resources abundance by giving priority to the development,ensure the resources" second flow" by preferential policies ,ensure the sharing of resources by regular monitor,promote education fairness from the macroscopic level;during the period of curriculum implementation,we adhere to the eidos named people-oriented, improve the learners' autonomous learning ability by the modern teaching means, diversified teaching methods, diversified teaching evaluation means, to realize the full development of personality,promote education fairness from the microscopic level.
