相对高等院校的区域分布或省域分布构成的横向分布结构而言,高等院校在行政区划层级上的纵向分布结构的分析同样能反映高等教育资源的合理分布及其教育公平的实质体现。我国的高校在纵向分布结构上呈现出明显的政治中心群聚现象。本科院校、专科院校、国家重点高等院校、民办院校等在北京、省会城市以及地级市以下的城市中的数量分布,清晰地显现出我国高校在国家和地方政治中心城市的集聚,造成了政治中心城市有大量高等院校的拥堵局面。我国的高校纵向分布结构应该逐渐从政治中心群聚转向经济中心群聚,并具备多元中心分布的前瞻性发展动向。

As the research on its horizontal attribution organization which consists of district distribution and provincial distribution,the analysis to the vertical distribution organization of colleges and universities in line with the district hierarchy can also reflect the reasonability of the distribution of higher education resources and the actual embodying of educational fairness.The vertical distribution structure of colleges and universities in China has demonstrated a typical phenomenon of assembling in political centers.The statistic data of the distr- ibution of regular colleges and universities, vocational training colleges, national prestigious institutions of higher education and private colleges in places like Beijing, capital cities of each province as well as those area cities demonstrates obviously that the assembling of colleges and universities in national and regional political centers has caused the crowded situation of many colleges and universities in cities of political centers.The vertical distribution structure of colleges and universities should gradually divert from assembling in political centers to economic centers and have the trend of perspective development to the distribution in pluralistic centers.
