应急联动系统(coaltion emergency response system,CERS)是大型时空信息应用动态集成系统.CERS需要动态实时集成不同业务的已有或新建应急服务系统,目前的集成大都专注于技术层面的互联互通.本文提出了基于XML(extensible markup language)、web service、ontology等技术的集成框架I2CERS(integrated infrastructure of CERS),它包括集成总线及adapter service、元数据库及集成协调器与供二次开发的API(application programming interface)及web service工具集,实现了数据互操作、软件互操作与语义互操作.数据交换格式与通讯协议均用XML定义;所有应用通过SOAP(simple object access protocol)协议实现互操作.进行了I2CERS的初步实现,结果表明,此集成框架实现了大规模信息及服务的动态集成,能保护已有投资,并能集成网上丰富的商业web service,是一个开放的可扩充的框架.

Integrated infrastructure of coalition emergency response system( I2 CERS) is being widely used to integrate a variety of spatial databases, systems and business processes. In this paper, I2CERS is proposed based on mainstream information technologies such as extensible markup language( XML), web service, and ontology. I2CERS consists of integrating bus, adapter services, metadata database, I2CERS mediator, and I2 CERS Toolkit, and I2 CERS Toolkit is composed of a series of application programming interface (API) and web services. Integrating bus is a group of domain-oriented encoding standards and communication protocols; adapter service encapsulations are recommended as a good solution to integrate existing applications or systems into "I2CERS"; metadata database is the key unit of "I2CERS", which manages all data and services and shields the heterogeneity and distribution of spatial data and spatial services; I2 CERS mediator is positioned to manage metadata and update spatial data online; the terms used in metadata are defined in ontology web language( OWL), which is an information bank description language; all data and protocols are encoded in XML;one web service can operate other web services using simple object access protocol (SOAP). Then, the implement ation of I2CERS is discussed and a case study of I2CERS service based on I2CERS is introduced.
