保定沦陷后,面对剧烈的政治变局,保定各业公会积极配合日伪政权恢复公会组织,并自觉把公会组织定位于法人机构,力图维护同业利益;日伪政权基本上按照前国民政府的商会法、工商同业公会法架构给予改组,表面上给予了保定商会、同业公会自主性空间,而实际上由于保定商会、同业公会与日伪政权基于权利与义务的双向关系,保定商会、同业公会被日伪政权控制,协助推行各种政策,这与日伪的殖民政策相一致。
보정륜함후,면대극렬적정치변국,보정각업공회적겁배합일위정권회복공회조직,병자각파공회조직정위우법인궤구,력도유호동업이익;일위정권기본상안조전국민정부적상회법、공상동업공회법가구급여개조,표면상급여료보정상회、동업공회자주성공간,이실제상유우보정상회、동업공회여일위정권기우권리여의무적쌍향관계,보정상회、동업공회피일위정권공제,협조추행각충정책,저여일위적식민정책상일치。
After Baoding was occupied by Japanese invaders,various trade associations cooperated actively with Japanese Puppet Regime to recover the association organization and put themselves purposefully in the position of corporate entity aiming at maintaining trade interests.Japanese Puppet Regime reorganized it basically according to chamber of commerce law and trade association law of former National Government.Seemingly Japanese Puppet Regime gave independent space to Baoding Chamber of Commerce and Trade Associations.Yet actually they were under the control of Japanese Puppet Regime for the two-way relationship based on rights and obligations,and helped Japanese Puppet Regime carry out various policies.And it was in line with the colonial policy of Japanese Puppet Regime.
