本文利用中国30个省份1998—2008年工业废水排放的动态面板数据，分析了全国及东中西三大区域省际间环境公平的驱动因素。结论表明，政府规制在全国样本以及三大区域样本下都和环境公平显著正相关，公众参与在全国样本下和环境公平显著正相关，但在分区域的静态面板中则不显著，这洗明中国目前公众参与还很薄弱，政府的正式规制起主要作用。同时，西部地区的环境规制对环境公平的拉动作用最大，应加强对西部地区的环境规制。

Our research uses industrial discharge＇ dynamic panel data of 30 provinces in 1998 - 2008, analyzes the driving factors of environmental equity in three regions sample and national sample. The results of the article indicate that government regulation and environmental equity show significant positive correlation in national sample and three regions sample. Public participation is significant in the national sample, but it is not significant in the static panel in sub -regions, which indicate that public participation in China is still weak. Government regulation plays a major role. Environmental regulations in western regions plays stronger role on environmental equity than in other regions, environmental regulations should be strengthened in the western region.
