水电工程施工长期面临环境条件复杂、涉及面广，以及高危作业多等安全风险，加强安全生产管理、现场监督排查，以及责任制的落实尤为重要。针对国内一些水电工程建设中及施工企业安全管理上存在的主要问题，分析总结了建设管理体制及企业内部安全管理机制上的缺失和漏洞。结合猴子岩水电站建设安全管理工作实际，介绍了在管理过程中行之有效的具体作法，同时，探索了加强安全风险管控、转变并完善安全管理机制的措施。

The construction of hydropower station faces the situations of complicated environment, wide involving range and safety risk of high-hazardous operations etc. , so it is very important to strengthen the construction safety management system, in-site supervision and examination, responsibility system enforcement. In the light of the main problems in safety management of some hydropower construction units in China, the defects of internal safety management system and construction management sys-tem are analyzed and summarized. In the combination of practical work of Houziyan Hydropower Station construction and manage-ment, the effective working methods of safety management are introduced, and in the meanwhile, the suggestions of strengthening safety risk management and control, transferring and perfecting safety management system are explored.
