随着高校研究生的招生规模不断增长，研究生党员的基数不断增大，党员的发展和教育管理工作也存在着许多新的难点。如何在新形势下改革高校研究生党员发展与教育管理工作体系，建立“育人为本，德育为先”的新型教育管理模式，以应对新形势下对研究生党员新的素质要求成为本文讨论的重点内容。
