图书馆文化建设包括物质文化、制度文化和精神文化三个方面，亦即图书馆文化建设的三个要素。具体分析了三个要素的基本内涵和相互关系，提出了抓好顶层设计、建立长效机制以及加大资金投入等推进高校图书馆文化建设的诸多保障措施。

The culture construction of library consists of three aspects as material culture,system culture, spiritual culture which is equal to three key elements of library culture construction.This article concretely analyzes the basic implications and its interrelation of the three elements,puts forward such measures of safeguard to advance the culture construction of academic libraries as top level design,designing lasting effect mechanism and increasing financial input.
