从文化学的角度来说,新疆是民族融合之地,双语教育课程资源极其丰富,但是制约新疆双语教育发展的根结在于双语教育资源匮乏。结合新疆双语教育实践,需要重新审视课程资源观。教材不是唯一的课程资源,教师不仅是重要的课程资源,也是课程资源开发和利用的突破口,学生和教学环境是教师开发课程资源的基础。

From the cultural perspective,Xinjiang is a place of national integration,it has a rich resources of Bilingual educa-tion curriculum.However,the substantial clause of restricting the development of bilingual education in Xinjiang is lack of the educational resources.Combined with the practice of local bilingual education to re-examine the concept of curriculum re-sources.Textbooks are not the only curriculum resources,the teacher is not only the important curriculum resources,but also the break through of the development of curriculum resources,students and teaching environment is the foundation of the devel-opment of curriculum resources for teachers.
