诚信是作为一种社会关系存在的，与制度因素和社会变迁的影响密切相关。随着近年社会结构的变化，社会诚信状况不但越来越差，有些方面甚至极其糟糕，已经成为一个社会问题。在国家迈向民主化与现代化之今日，政府施政的公开化与透明化，是当前政府的施政目标，而政府信息公开制度之建立，更为达成此目标极重要且不可或缺的方式。
誠信是作為一種社會關繫存在的，與製度因素和社會變遷的影響密切相關。隨著近年社會結構的變化，社會誠信狀況不但越來越差，有些方麵甚至極其糟糕，已經成為一箇社會問題。在國傢邁嚮民主化與現代化之今日，政府施政的公開化與透明化，是噹前政府的施政目標，而政府信息公開製度之建立，更為達成此目標極重要且不可或缺的方式。

The social caedit as a social relationship is closely related to the impact of regime factors and social change. With the changes of the structure of society in me.ant years, social integrity shams are getting worse as well as even more terrible in some respects, which has become a significant social problem. In the time of this Country toward democratization and modernization, openness and transparency of govern- ment policy is the current government＇s policy objectives, while the establishment of open government information system is very important and indispensable for reaching this goal.
