建立农村计划生育家庭社会养老保险制度，政府责无旁贷。在奖扶制度的实施中，政府在制度供给和财政供给方面进行了积极的探索和创新。奖扶制度并入新农保，是制度的又一创新。由于明确和强化了政府的代偿职责，制度补偿、保障和激励的功效会更好。
建立農村計劃生育傢庭社會養老保險製度，政府責無徬貸。在獎扶製度的實施中，政府在製度供給和財政供給方麵進行瞭積極的探索和創新。獎扶製度併入新農保，是製度的又一創新。由于明確和彊化瞭政府的代償職責，製度補償、保障和激勵的功效會更好。
건립농촌계화생육가정사회양로보험제도，정부책무방대。재장부제도적실시중，정부재제도공급화재정공급방면진행료적겁적탐색화창신。장부제도병입신농보，시제도적우일창신。유우명학화강화료정부적대상직책，제도보상、보장화격려적공효회경호。
