为了最大程度避免水电解氢气站火灾、爆炸事故的发生,在现行水电解制氢站相关设计规范的基础上,提出了规范中未要求的三点工程设计安全措施,并对该类措施实施增加的投资成本与无对应安全措施所造成的事故成本进行了分析比较。在现有设计规范的基础上,通过该类安全措施使得水电解氢气站设计达到无安全隐患的指标,可最终实现安全生产的目的。
為瞭最大程度避免水電解氫氣站火災、爆炸事故的髮生,在現行水電解製氫站相關設計規範的基礎上,提齣瞭規範中未要求的三點工程設計安全措施,併對該類措施實施增加的投資成本與無對應安全措施所造成的事故成本進行瞭分析比較。在現有設計規範的基礎上,通過該類安全措施使得水電解氫氣站設計達到無安全隱患的指標,可最終實現安全生產的目的。

In order to avoid fire and explosion accidence in hydrogen generating plant by water-electrolysis,three security measures related engineering design were put forward,which were not involved in the current design specifications.Moreover,the implementation cost of those measures and the accident cost without those measures were analyzed and compared.Based on the current design specifications,the safety index of hydrogen generating plant was met by the implementation of such security measures in the design process,and the purpose of safe production was finally obtained.
