To avoid duplicate constructions of city planning data, achieve the standardization and scientific management of basic geographical and planning information, we need to construct city planning and management information system. This paper introduces the framework, content, pivotal technology and distinguishing function of Harbin city planning and management information system of Harbin Urban and Suburban Planning Bureau.
