公平与效率是涉及人类经济社会基本取向的重要范畴。改革开放以来，我国公平与效率观实现了从“效率优先论”到“公平与效率兼顾论”的认识转向。“兼顾论”契合了阿瑟·奥肯的平等与效率之间动态均衡的理论主张，但从改革发展的实践看，以“兼顾论”代替“优先论”面临着一些现实困境。

Equity and efficiency is an important category related to basic human economic and social orientation. Since the reform and opening up, equity and efficiency views of China had achieved the cognitive turn from "efficiency priority" to "balance equity and efficiency". The latter is consistent with Arthur Okun's theory of dynamic equilibrium between equality and efficiency. However, from the practice of reform and development, "balance" instead of "priority" is facing some practical dilemmas.
