通过梳理我国村庄规划管理体系建设的历史沿革，深入分析潘集区村庄规划管理中存在的法律体系不健全、规划体系雍冗、基层规划管理力量薄弱、村民参与度低、资金投入不足、缺乏后期维护、缺少反馈机制等问题，初步构建了村庄规划管理体系的框架，并基于此框架提出了优化规划体系、成立村民规划委员会、建立村编制-镇审批模式、整合规划管理与土地管理、派遣村镇规划管理员、拓宽资金渠道、制定后期维护资金保障机制、提高公众参与程度、建立信息快速反馈通道等建议。

Through reviewing the history of village planning management system in China ,the prob-lems in village planning management in Panji District ,Huainan City are analyzed ,including the im-perfect legal system ,the complex planning system ,the weak planning management at grass-roots lev-el ,the lack of citizen participation ,the shortage of capital investment ,the lack of post-maintenance and feedback mechanisms and so on .Then the framework of village planning management system is constructed ,and the corresponding suggestions are proposed ,including the optimization of the plan-ning system ,the establishment of village planning committee ,the construction of the mode of village establishment and tow n approval ,the integration of planning management and land management ,the dispatch of tow n planning administrator , the expansion of financing channels , the development of post-maintenance funds safeguard mechanism ,the enhancement of public participation ,the establish-ment of fast feedback channel of information ,etc .
