基于国际移民的历史与现状，以国家安全为视角，研究中国、美国、英国等国家在不同历史时期，调整其移民政策以及改革其签证法律制度的理论与实践，可见各国签证制度的变革往往是以国家安全为核心。为加强我国国家安全，应从新时期的华侨政策、人才签证和打击“三非”等方面改进我国的签证法律制度。
기우국제이민적역사여현상，이국가안전위시각，연구중국、미국、영국등국가재불동역사시기，조정기이민정책이급개혁기첨증법률제도적이론여실천，가견각국첨증제도적변혁왕왕시이국가안전위핵심。위가강아국국가안전，응종신시기적화교정책、인재첨증화타격“삼비”등방면개진아국적첨증법률제도。
This paper reviewed the history and current situation of the international migration, re-searched on the immigration policy adjustment, the visa regulation reform in theory and practice from the per-spective of state security in different historical periods in China, the USA and the UK, found that the various visa system reforms had taken the state security as the core. So, in order to strengthen state security in China, we must reform visa regulations from the following aspects:visa policies for overseas Chinese in the new peri-od, the talent visa and the “three-illegal”visa.
