鉴于现有评价指标不完备、评估方法存在主观性和评估方案不完全等问题,尚无法对黑启动方案进行全面、有效的评估。为此,提出并建立了电网黑启动方案评价指标体系,涵盖电源恢复、负荷接入、网架结构、并网准备、并网过程、恢复时间、频率稳定、电压变化和恢复效益等内容。评价指标分为直接计算指标和间接获取指标,可分别通过对黑启动方案的分析和数字仿真求取。基于指标计算值,运用主成分分析法计算各套方案的客观评价值,可以找到相对最优方案。该评价指标体系可为电网调度运行部门评估黑启动方案提供决策依据。

In view of the incompleteness of existing evaluation indicators,definite subjectivity in evaluation methods and the imperfectness of scheme evaluation,it is impossible as yet to conduct comprehensive and valid evaluation of black-start schemes.Hence the proposition of the black-start scheme evaluation indicator system,which covers the items of power supply restoration,load pickup,grid structure,synchronization preparation,synchronization process,restoring time,frequency stability,voltage variation,and restoring benefits.The indicators proposed are divided into two types: directly calculated indicators and indirectly acquired indicators,which can be obtained respectively through analysis and digital simulation of black-start schemes.Based on the calculated indicator values,the principal component analysis(PCA) is employed to seek the relatively optimal scheme by calculating the objective evaluation values of each scheme.The proposed method provides power grid dispatching and operational department with a decision basis for the evaluation of black-start schemes.
