In national defence scientific research into quality management system has become the important work in Colleges and universities.However,in the construction of quality guarantee system in Colleges and universities is facing a lot of difficulties.This paper analyzes on the difficulties in the construction of quality guarantee system,And puts forward corresponding suggestions and measures,In view of higher education quality guarantee system construction brings the reference significance.
