通过重点考察非正规金融的发展脉络,对各类型的非正规金融组织和新型金融组织的金融活动进行深入地剖析,发现在农村资金外流和正规金融供给严重不足的条件下,非正规金融作为一种制度供给在一定程度上弥补了这种不足,起到推动经济发展的作用。然而非正规金融组织在农村金融市场上不具有合法产权地位,在受到压抑打击下艰难生存。在研究基础上提出了农村非正规金融组织的发展方式,对改善农村金融服务提出对策建议。

This article focuses on inspection of non-formal financial development context and makes a detail analysis on the financial activities of the various types of non-formal financial institutions and new financial organizations. It is found that, under the condition of rural capital outflows and serious shortage of formal financial supply, as a supply system non-formal finance provides a certain extent of compensation for this deficiency and plays a role in promoting economic development. However, informal financial organizations in the rural financial market does not have the legal ownership status, and is suppressed against tough survival. This study puts forward some suggestions for improving the development of rural financial services.
