进入21世纪，我国高校国防教育工作通过组织多次试点、配套多项政策措施，已在广大高校全面开展，形成了具有中国特色的高校国防教育体制。在新形势下，高校国防教育工作显现出与全国国防教育工作发展和要求不同步甚至失衡的现象。正确认识高校国防教育工作中存在的问题，考察工作失衡的原因并提出完善国防教育工作对策，具有重要意义。

In the 21 th century, national defense education in the high education institutions has formed its own system with Chinese characteristics by the way of pilot and policy supporting. However, in the new situation, national defense education in the high educa- tion institutions has different effect with the development of national defense education. So, it has theoretical and praetical significance to correctly understand the unbalance of national defense education in the high education institutions, analyse its reasons and put for- ward the strategies.
