推动经济转型升级不仅是应对国内外宏观环境深刻变化的战略抉择,也是破解传统经济发展方式瓶颈、实现可持续发展的必然要求,更是贯彻落实科学发展观的重大任务。文章在描述了＂十一五＂期间芜湖市经济总体发展情况和财政政策在促进经济转型升级方面的正效应以及不足之处的基础上,对＂十二五＂期间芜湖市政府应该如何利用财政政策对经济进行调节,促进经济发展方式的转变给出了政策建议。

Promoting economy transition and upgrading is not only the strategic option in dealing with profound changes,but also the mode to break the traditional economy development bottleneck,inevitable and necessary to achieve sustainable development,and a great method to implement the scientific development concept.This article described the overall situation of the economy development and fiscal policy in promoting economy transition and upgrading positive effects as well as the disadvantages in the "eleventh five-year" period of Wuhu City,which has been used by the Wuhu government as a reference on how to use the financial policy to adjust the economy status and change the direction of the economy development in the "twelfth five-year" plan.
