德国人民建成自由民主宪政统一的国家实属不易。他们的追求历程极其漫长，实现的道路非常坎坷崎岖，其原因在于：一是关键历史时期，他们民族中一些历史人物的错误选择起了至关重要的阻挠与破坏作用；二是他们受了自己过去所谓的辉煌历史的误导；三是与英美等国家相比较，德意志民族整体的民主思想进程表现缓慢。
