新农村建设是我国现阶段社会建设的重大任务和主要工作。然而,在建设过程中许多具有重要历史价值、文化价值和旅游价值的古村落资源遭受了严重破坏,急需发挥政府的利益规制作用加以保护。分析了佩尔兹曼模型的基本原理,通过修正模型能为湖南古村落资源的保护在政府规制层面带来理论启迪。政府通过制定规制政策,协调各方利益,实现政治利益最大化,获取最大政治支持率。本研究理论上可丰富公共品规制理论,尤其是行政规制的内容;实践中有利于保护我省珍贵的古村落遗产,延续区域特色文化;促进古村落的可持续发展和提升政府形象,全面推进社会主义新农村建设。

At present stage, new-countryside construction is a major task for society construction in China. However, many ancient village resources, which have important historical value, cultural value and tourism value, have suffered severe damage in the process of construction. It is an urgent need for government to play the protection role by interest regulations. This paper analyzes the basic principles of the Peltzman model, and the modified model can bring theoretical enlightenments in a government regulation part for the protection of the ancient village resources. On the base of making regulation policies, coordinating the interests of all parties, government can achieve the max- imum political interests and obtain the maximum political supports. The study can enrich the public-goods regula- tion theory, especially the contents of administrative regulation. In practice, it can protect precious ancient village heritages, continue the regional cultures in Hunan province, promote the sustainable development of ancient village and enhance the image of the government. At the same time, the construction of socialism new-country can be advanced.
