随着技术领域的变革和创意经济的发展，许多中小城市开始更多地认识到提高文化创意产业的核心竞争力成为必然选择，通过集群化的产业发展方式，发挥比较优势，提升整体的综合竞争力和经济社会发展水平。以皖北中心城市蚌埠为研究案例，回顾已有产业基础，选择“重点突破”的集群发展策略，为中部其他中小城市文化创意产业发展提供借鉴。

Along with the reform of technology field and the development of creative economy, many small and medium-sized cities began to understand more that improving the core competitiveness of cultural and creative industry already becomes the inevitable choice. Through the development mode of industry clustering and giving full play to comparative superiority, the whole integrated competitiveness and the level of economic and social development are promoted. This paper chooses Bengbu City as the study case which is the central city of the Northern Anhui Province to review the existing industry base. Selecting the strategy of the clustering of industrial development with breakthroughs, it helps to provide references for the development of cultural and creative industry for other small and medium-sized cities in the central areas.
