It is of great significance for agricultural scientific research institutes to solve their historical problems.Necessity and urgency of this issue was analyzed in the paper.The principles such as guiding in classification,implementing by steps,graded responsibility,should be insisted on in this work.Countermeasures were put forward,such as erecting right viewpoint on performance,building powerful leader team,and constructing long lasting mechanism,etc.
