自＂新农保＂政策出台以来,部分城市已进行了统一城乡居民社会养老保险的政策探索。泰州、青岛、宁波、重庆、厦门和长沙6座城市试点方案在养老金筹集机制、给付办法、特殊人群参保办法和相关政策衔接四方面存在较大差异,但却同时体现出了政策的福利性、灵活性和激励性特征。为了实现新政策的可持续发展,政府应着重处理好保障水平、激励效果和转移接续三方面问题。
자＂신농보＂정책출태이래,부분성시이진행료통일성향거민사회양로보험적정책탐색。태주、청도、저파、중경、하문화장사6좌성시시점방안재양로금주집궤제、급부판법、특수인군삼보판법화상관정책함접사방면존재교대차이,단각동시체현출료정책적복리성、령활성화격려성특정。위료실현신정책적가지속발전,정부응착중처리호보장수평、격려효과화전이접속삼방면문제。
Since the promulgation of ＇new rural social insurance policy＇,there has policy exploration on the unification of urban and rural social pension insurance of residents.The site schemes in Taizhou,Qingdao,Ningbo,Chongqing,Xiamen and Changsha exist more differences on pension raising mechanism,payment way,insurance participation way for special groups and relevant policy connection.However,it appears such the features as welfare,flexibility and encouragement of policy at the same time.The government should solve well the problems of guarantee level,incentive result and transition and continuity for the realization of sustainable development of new policy.
