省域城市化和县域城镇化对欠发达地区县域经济发展,都有积极影响,但影响程度和路径不同。城市化促进欠发达地区县域经济发展的主要路径：一是要树立大中城市化的理念,加快大中城市的发展,促使以中心城市为龙头的城市群或城市带成为城市化的主要载体,以此带动县域经济发展;二是必须加大推进欠发达地区县域工业化进程,通过工业化带动城市化,共促县域经济的繁荣;三是必须破除城乡二元结构壁垒,加快城乡协调的改革进程,形成城市经济与县域经济合理分工、良性互动的双赢格局;四是必须充分落实2012年中央一号文件,推进农业科技创新,加快农业规模化和现代化,全面提升县域经济现代化水平。

Province-level urbanization and county-level urbanization both positively influence the county-level economic development of underdeveloped regions,but their influences are of different degrees and through different paths.The main paths of promoting the county-level economic development of underdeveloped regions by urbanization are as follows： first,speed up the development of big and medium-size cities,and make city groups or city belts around central cities as the main drive of urbanization,so as to develop county-level economy;second,promote the county-level industrialization process of underdeveloped regions,and drive urbanization by industrialization,so as to prosper county-level economy;third,break up the urban-rural structural barrier,accelerate the process of urban-rural coordinated reform,thus forming a win-win situation of reasonable division of labor and positive interaction between urban economy and county-level economy;and fourth,carry through the first policy document of the CPC Central Committee,boost the agricultural technological innovation,speed up the development of agricultural scale and modernization,thus improving the modernization level of county-level economy.
